August 2023 - Eden Safe Harbour Project officially finished

All work on the Eden Safe Harbour project is now complete with the contractor now fully demobilised from site. 

The project has completed the following work:

  • Installation of wave attenuator
  • Improvements of the Mooring jetty
  • Project demobilisation including rehabilitating work areas such as the car park. 

We would like to give a big thank to the community for their patience while we have delivered this important work. Our final Community update will be published shortly.

July 2023 - Mooring Jetty now open

Transport for NSW has now completed all work on the Mooring Jetty and the fencing has been removed. The community can now walk along the jetty if they wish.

Over the coming weeks the Regional Harbour Team an TfNSW Property team will be issuing new TfNSW berthing licences to vessel owners that have been displaced by the Eden Safe Harbour Project. We will work with interested parties on any future available berths. For more information on berths please contact Property.Management@transport.nsw.gov.au

January 2023

Our team will be on site on Thursday 26 January between 8am and 6pm to continue with work on the Eden Safe Harbour Project.

We will implement some temporary measures to minimise noise and ensure access is maintained for the community on the public holiday. These measures include no pile hammering, no heavy truck deliveries to site, and ensuring project vessel movements do not interfere with recreational and commercial vessels within the port area.

December 2022

The Eden Safe Harbour Project’s major works are well underway. The wave attenuator is now clearly visible in Snug Cove, Eden, with two thirds of the concrete headstocks installed. Our construction team have been busy preparing for this next stage of works to ensure the smooth flow of work once it starts.

Project information

Project background

The Port of Eden is an active working port which supports a variety of recreational, commercial, and port vessel operations on the New South Wales far south coast. On occasion, the port is exposed to significant wind and wave conditions which can affect maritime safety in the port and increase the risk of damage to vessels that are moored in Snug Cove or berthed on either the Mooring Jetty or Multi-Purpose Jetty.

The aim of the Eden Safe Harbour Project was to provide a safer harbour for local and visiting vessels and improve the protection of existing maritime infrastructure within Snug Cove, Eden.

Improving safety for the cove

A 366-metre-long fixed panel wave attenuator (also called a ‘wave wall’ or ‘wave screen’) was constructed towards the inlet of the cove, in-between the two mooring jetties.

The design of the wave attenuator was developed based on stakeholder consultation, site-specific weather and geotechnical conditions along with specialist engineering studies and expert advice.

Providing a safer harbour will enhance Eden’s reputation as a safe boating destination which is anticipated to stimulate local investment in the maritime and tourism sectors.

Improvements to the Mooring Jetty

Some of the components of the mooring jetty had exceeded their design life and required replacement. The work included replacement of the existing timber fender piles with steel piles and installing of the low level landing. No permanent changes to the existing wharf operations or usage are proposed. 

As work is now completed vessels are now returning to use the Mooring jetty berths.

Community and environment

Environmental assessments and community consultation

A Review of Environmental Factors (REF) was placed on public display between 16 November 2017-19 January 2018 for community and stakeholder comments. The REF assessed potential environmental issues that may arise as a result of the project and included an assessment of flora, fauna, water and air quality and Aboriginal and non-Aboriginal cultural heritage.

During the public exhibition period of the REF, we received a total of 15 submissions from various stakeholders including:

  • Nine regulatory agencies.
  • One organisation – two submissions.
  • Four community members.

A Response to Submissions (RTS) report and Addendum REF were prepared in early 2018 that considered feedback received during public exhibition of the REF and include a range of mitigation measures to be applied during the construction phase to ensure the project does not cause a significant environmental impact.

In August 2018, the Department of Planning, Industry and Environment self-determined the project under Part 5 of the Environmental Planning and Assessment Act 1979.

Community engagement

Community feedback was integral to the development and delivery of the Eden Safe Harbour project. Engagement with the community, businesses and other stakeholders has been ongoing since November 2017.

Aboriginal Cultural Empathy Experience

On 14 March 2022 Transport for NSW and our contactor, Austral Pty Ltd, held a Cultural Empathy Experience training delivered by the Eden Local Aboriginal Land Council (LALC). The training consisted of a Welcome to Country, smoking ceremony, presentation, experiential activities, Q&A and a debrief.

The Cultural Empathy Training is designed to give participants a meaningful and empathetic understanding of Aboriginal Culture and Aboriginal people. Feedback received by both our project teams was overwhelmingly positive. Team members enjoyed how the themes and concepts were reinforced with team building activities.

The Welcome to Country and the smoking ceremony acknowledges the importance of continuing to deeply embed and recognise the role of Aboriginal stewardship in the continuing use of this historic land and sea project site.

The Eden Safe Harbour Project has employed members from the Eden LALC and the Twofold Aboriginal Corporation to form part of the construction team. Transport’s Reconciliation Action Plan initiatives focus on meaningful community engagement, which aims to improve the participation of Aboriginal people and businesses through employment opportunities and upskilling throughout the Eden Safe Harbour Project.

Marine Mammal Observer Training

Our contractor, Austral Pty Ltd, engaged marine biologists and ecologists from Blue Planet Marine to develop and deliver Marine Mammal Observer Training for our project team specific to the Eden harbour area. The interactive training was delivered over two days in Eden, comprising of theory and practical components, local marine species, references to project specific procedures for piling works and environmental legislation requirements.

  • I am interested in getting a berth on the new Mooring Jetty?

If you are interested in a berth on the newly upgraded Mooring Jetty. 

Please email Property.Management@transport.nsw.gov.au to see if there is availability and  process to obtain a berthing licence.

  • Will swing mooring be placed behind the wave attenuator?

Transport for NSW is currently exploring this option. We will update you when a decision has been made on this.  

  • Can I secure my boat up to the wave attenuator? 

The wave attenuator was not designed for vessel berthing. 

Signage is in place on the wave attenuator for vessels to keep clear of the structure. 

  • Is there any short term or casual berthing available.
