Dec 2021 - Starting construction

We are starting construction of the Massey to Amherst Street noise wall in early January 2022 to help reduce noise for residents on Massey, Armstrong and Jenkins Streets, Cammeray. Work will take about eight months to complete, weather permitting. Please view our December construction update (PDF, 1.29Mb) for more information.

For the safety of the public and our workers, and to minimise impacts to traffic, we will need to carry out some work at night. More information on which activities we will need to do at night is included in our latest Out of hours work three month notification.

Project information

Background

The Massey to Amherst Street Noise Wall forms part of Transport for NSW's three-part strategy to reduce the impact of traffic noise for residents in Massey, Armstrong and Jenkins streets, Cammeray. We have been investigating a noise wall in this location since 2018 as part of our Noise Abatement Program.

The proposal involves building a continuous noise wall along the Amherst Street off ramp behind properties on Massey, Armstrong and Jenkins streets. The new noise wall would be about 174 metres long, five metres high and would consist of steel posts and concrete panels.

Project approval

The Western Harbour Tunnel and Warringah Freeway Upgrade was approved by the Minister for Planning and Public Spaces in January 2021. The Massey to Amherst Street Noise Wall was identified in the project’s Environmental Impact Statement (EIS) as one of a number of measures we will use to reduce the impact of noise on the community.

As the noise wall was identified in the EIS, it has approval to be built in line with the Minister’s Conditions of Approval for the project. By building the noise wall early in line with these conditions, this will help reduce noise for local residents during the construction phase of the project.

Community engagement

Community feedback gathered in late 2018 and early 2019 has been considered in developing the concept design for the proposed noise wall.

Where possible, we have incorporated feedback and suggestions into our design, such as building a continuous full height noise wall and offsetting it from private property boundaries to minimise impacts to neighbouring residents. We have also proposed to use transparent panels at the top of the noise wall to minimise the potential impact of overshadowing from the noise wall.

We invited feedback on the concept design for the noise wall in December 2020. We received eight submissions from the community and the responses were generally supportive of the proposal. We have prepared a Community Feedback Report (PDF, 114Kb).
